Global development funding is undergoing the most significant shift in decades. With public sector development assistance projected to decline by more than 40% relative to GNI by 2030 and major donors already cutting budgets and restructuring agencies, organizations across the ecosystem are facing rapid disruption. 

The Global Development Funding Outlook developed by Dalberg and Global Washington (GlobalWA) examines what these changes mean for the GlobalWA community and the broader sector. Drawing on Dalberg’s analysis of aid flows, a survey of GlobalWA members, and interviews with leaders across nonprofits, research institutions, and implementers, the report highlights how funding volatility is reshaping organizational capacity, delivery models, and long-term mission stability.
