Education Reform in the Comoros Islands
We evaluated a nationwide education program Dubai Cares had implemented in the Comoros Islands from 2008 – 2012. The objectives of the program had been to scale up an education reform nationwide (Competency Based Approach), reduce gender disparities of children in school and increase access to renovated Koranic preschools (ECD).

Qatar Friendship Fund in Tunisia
We conducted a mid-term evaluation of the Qatar Friendship Fund (QFF) aimed to reflect on the Fund’s achievements, successes and weaknesses, as well as to revisit its partnership strategy and fund allocation based on lessons learned.

AFGHANISTAN
Assessing an agricultural investment strategy
We assessed the agricultural investment strategy of a major foreign government presence in Afghanistan, with an active portfolio of 1.15 billion USD. We evaluated the interventions currently funded, analyzed impact to date and future potential, and determined a balanced portfolio moving forward.

KENYA
Surveying smallholder tea farmers’ responses to frost mitigation
As part of USAID and NASA’s SERVIR initiative, we conducted a survey of 425 smallholder tea farmers in Kericho and Nandi Hills, Kenya, to examine their current behavior towards frost mitigation and response, and their perceptions as to the potential value of frost monitoring technology.

Measuring the effectiveness of advocacy
We designed a two-year controlled trial with the UN Foundation to measure the effectiveness of an advocacy campaign aiming to increase U.S. Members of Congress’ support for malaria prevention and vaccinations in the Global South.

BANGLADESH
Evaluating the partnership for cleaner textiles Bangladesh
We carried out a mid-term evaluation of programming for the Bangladesh Water Partnership for Cleaner Textile. Results led to actionable recommendations and a refined strategy across buyers, factories, financial institutions, governments and local communities.

Evaluating the 2030 Water Resource Group
We conducted a strategic evaluation of the 2030 Water Resource Group (2030 WRG) and its activities to provide recommendations that guided the group’s strategic plan and the allocation of over $20 million USD to address water scarcity.

AFRICA
Reviewing the African development bank’s decentralization roadmap
We completed a mid-term review of the African Development Bank’s Decentralization Roadmap to assess its progress and impact. We conducted in-person interviews, surveys of clients and staff in 39 countries, and quantitative analyses to assess the impact of changes on the institution’s work.

GLOBAL
Identifying future leaders of a UN Agency
We designed and ran leadership assessment centers for a UN agency to recruit country representatives with new skill sets through a transparent, objective and independent process.

GLOBAL
Designing and implementing a funding and financing framework for global education
Dalberg supported GPE to design and implement an innovative new funding and financing framework that would enable GPE to much more effectively deliver on its strategy. We led analysis and extensive stakeholder consultations that led to GPE’s Board approving changes to increase the efficacy of its core funding model, while also launching new financing mechanisms to support innovation, global advocacy and blended financing for global education.

ETHIOPIA, KENYA
Studying how policies and regulations affect healthcare
We conducted country landscape assessments in Kenya and Ethiopia to understand how policies and regulations affecting healthcare were created. We identified key influencers of health policies, evaluated how advocacy strategies can be most influential, and developed a theory of change and results framework for those strategies.

KENYA
Studying smallholder farmers’ use of financial services in Kenya
We conducted a benchmark study for Mercy Corps on the use of financial services by smallholder farmers in Kenya who live on under $2.5 a day. The research focused on the pain points that prevent them from achieving financial health, and their current uses and perceptions of technology.

ETHIOPIA, INDIA, KENYA
Defining the process of institutionalizing deworming programs
We helped CIFF define and understand the process of institutionalizing deworming programs. We created a framework to evaluate the institutionalization of deworming programs, and to signal the potential sustainability of the project after the funding cycle has ended.

Evaluating the refugee resettlement process
In collaboration with the United Nations High Commissioner for Refugees Resettlement Service, we undertook an end-to-end evaluation of existing resettlement processes. We developed targeted recommendations to improve the efficiency, effectiveness, integrity, quality, and refugee experience of the service.
